CS Justin Muturi intensifies his criticism of the Gov’t, claiming he had warned about the Sh104 billion SHA system developed by the Safaricom-led consortium.

He cautioned the manner in which a contract for the Sh104 billion health system developed by a consortium led by Safaricom was executed.

The MoH has been depositing millions of shillings daily, collected from Kenyans enrolled in the state health scheme, into a secret account managed by three companies contracted to operate the system.

During his tenure as the immediate former AG , Muturi, when consulted about the setting up of the escrow account through which the money would be funneled, had advised the Health Ministry and its partners to proceed with caution.

He cited the Public Finance Management Act, which dictates that all money raised or received by the government must be deposited in the Consolidated Fund and can only be used with the permission of the Controller of Budget.
